Elena Kleopa

Mrs. Elena Kleopa was born in Nicosia. Upon graduating from the Acropolis Gymnasium, she moved to the United Kingdom where she studied Law at the Ealing College of Higher Education. Upon obtaining her Bachelor’s Degree (LLB(Hons)) in 1985, she returned to Cyprus where she was registered as a licensed lawyer in 1986.
After completing seven years as a law practitioner, she was employed as a Legal Counsel at the Law Office of the Republic of Cyprus. During the period of her employment within the Law Office of the Republic, she provided her services in almost all different sections thereof (Criminal law section, Administrative law section, Civil law section and Legal Vetting section). Since the year of 2013, she holds the position of the Head of the Criminal Law Section.
Since 2004, Mrs. Kleopa has been a member of the Council of Criminality after being appointed in the said position by the Council of Ministers of the Republic of Cyprus. On the same year, Mrs. Kleopa has been appointed as the national representative of the Republic of Cyprus in the European Union Agency for Criminal Justice Cooperation (Eurojust). Since 2013, she has also been representing the Law Republic of Cyprus before the Council of Europe’s European Committee on Crime Problems (CDPC).
Mrs. Kleopa is also a member of the Anti-Corruption Task Force, which was recently established under the supervision of the Law Office, with the mandate of supervising, guiding, and coordinating the investigation procedures of serious criminal cases of corruption and also ensuring that there is no overlap between involved investigating authorities. Furthermore, she has been appointed by the Attorney General to supervise the powers of the the Internal Affairs Service of the Police, according to article 3 of the relevant legislation.
Mrs. Kleopa has represented the Law Office of the Republic of Cyprus in numerous European and International conferences and committees, particularly related to the areas of Criminal Justice and Human Rights
