A graduate of the National School of Public Works (ENTPE), Marc Papinutti is a general engineer of bridges, waters and forests, and an officer of the Legion of Honor.

His skills, at the service of the general interest for 40 years, are recognized during his various past experiences, whether in the field of transport in central administration for infrastructure and mobility or in the public establishment Voies Navigables de France, which he directed, the regional direction of the State, with the first Plan of Urban Travel of Ile-De-France, during the COVID crisis, with the bicycle and the transport of goods, or during its passages in ministerial cabinets during the Grenelle of the environment, the law of orientation of the mobilities or in the cabinet of the minister Christophe Béchu.
